DVO or PADAC to strongly pursue Working and functional Anti Drug Abuse Councils

City of Mati – Pursuant to an Executive Order of Governor Corazon Malanyaon strengthening the Provincial Anti Drug Abuse Council (PADAC) of the province, designated Action Officer Senior Board Member Nino Uy is starting his work, starting out with the delineation of the PADAC Action Plan for the current year, 2014.

He called the first PADAC Execon Meeting last month, crafting the action plan, and drafting resolutions for the council. The meeting was purposely done a month ahead of the Provincial Peace and Order Council Meeting so he can report to the PPOC the transpirations of the PADAC meeting.

“Key issues were raised during the first executive committee while we were drafting our action plan. We need the action plan to guide us on our measures in pursuit to our task of addressing the menace of illegal drugs in the province,” he reported.

Included in the action plan is the Orientation on Drug Laws and Drug Situation of the Province, Drug Education Program, Creation of PADAC Sub-Committee, Conduct of Seminar/Refresher Course on Drug Operation Standard Operating Procedure, and the Activation of all Anti-Drug Abuse Councls.

“To really get the commitment of activating their anti-drug abuse councils, I attended the meetings of the Association of Barangay Council in the different local government units of the province. I started in Gov. Generoso, Lupon Tarragona, Banaybanay, City of Mati, San Isidro, and the last was Manay. For the calamity stricken areas in the East Coast, we give them space as they are still in the process of recovering from the wrath of Pablo and Agaton,” he explained.

Uy happily disclosed that some local government units already came up with executive orders for the activation of their drug abuse councils, like the City of Mati, Lupon, Banaybanay, Tarragona, and Manay. He is optimistic that other LGU’s will follow.

In one of the Prov’l Peace and Order Council meetings, Governor Corazon Malanyaon strongly directed to the Davao Oriental Provincial Police Office, under the helm of Police Senior Inspector Jose Carumba to take expeditious action on drug and drug related cases in the province, and to take measures to minimize, if not stop the illegal drug trade.

“It’s not only in the Province, but its everywhere. I do not know why this seems now as an ordinary commodity. We really have to mean business here,” she stressed.

One of the accomplishments of the Davao Oriental Prov’l Police Office with the 67th Infantry Battalion of the Philippine Army was the apprehension in the municipality of Baganga in October of last year, where of 15 sacks of dried marijuana and 3 sacks of semi-dried marijuana were uprooted, and were endorsed to the Philippine Drug Enforcement Agency (PDEA), afterwhich it was brought back to Baganga upon request of Mayor Arturo Monday for burning .

Uy then, represented the Governor in the said activity.

Malanyaon reiterated her vision for the prevalence of a logging and drug free

Davao Oriental, saying “ I don’t care who gets hurt along the way, but we have to seize all illegally cut tress and illegal drugs”.

PADAC Chair Uy also pointed out very clearly that the endeavor against illegal drugs will not stop from the activation of the anti-drug abuse councils, “but they have to be working and functional anti-drug abuse councils,” he stressed.
