BBL passage will address historical injustices
MANILA—Just and lasting peace is what proponents of the Bangsamoro Basic Law (BBL) want and its passage will address historical injustices especially against the Bangsamoro people.During the 4th anniversary of the signing of the Comprehensive Agreement on the Bangsamoro last March 27, Undersecretary Nabil A. Tan, Chair of the Government of the Philippines Implementing Panel said that the peace talks with the Moro Islamic Liberation Front (MILF) will be fully attained if the BBL will be passed.
He added that Congress and the Senate have promised to pass the BBL before May 30 although the version that will be approved by both houses will not be the same with what they have proposed as they will have to ensure that BBL will not be declared unconstitutional.
He said the passage of the BBL will continue the decommissioning of firearms and private armed groups.
He added that along with that is the proposal to provide amnesty for those who have cases.
“Without the passage of BBL, we cannot comply with the political commitment with the peace panel. The signing of the BBL is a big step towards the journey to peace,” Tan said during a press conference at Linden Suites in Ortigas organized by the Office of the Presidential Adviser on the Peace Process also last March 27.
Prof. Abhoud Syed Lingga of the MILF Implementing Panel said that the BBL will lay down the foundations of the different institutions for the Bangsamoro.
“Legislators should pass the BBL. This will address the grievances of the Bangsamoro people,” he said.
He also said BBL will address the geographical and cultural uniqueness of the Bangsamoro, adding that this is also a challenge to the governance of the Bangsamoro.
He added that it’s a challenge to governance especially in the delivery of services to areas like the small islands in the Sulu Sea but it will be a big help once they have the BBL to be the basis of their governance.
He said that he hopes that aside from the passage of the BBL, everything will be implemented within President Rodrigo Duterte’s term.
“The first step is the passage of the BBL. We need a law,” Lingga ended.
